Strategic Digital Transformation & Unified Data Ecosystem
Dubai’s digital transformation is driven by long-term strategies such as the Dubai Metaverse Strategy, Dubai Digital Strategy, and the D33 Agenda. Together, these initiatives aim to position the city as one of the world’s most advanced digital economies, powered by AI, Web3, open data, and real-time smart technologies. Dubai’s approach focuses not just on technology adoption, but on building a fully connected digital society where government, businesses, and citizens operate through seamless digital channels.
A major accelerator is the Dubai Data & AI Platform, launched in 2024, which integrates government and private-sector datasets into a single secure ecosystem. This platform enables advanced AI-driven policymaking, better automation, and real-time insights for city management. It also strengthens data governance and ensures safer digital service delivery across all public sectors.
Citizen engagement with digital platforms is rising sharply. In 2024, the RTA generated AED 4.427 billion in digital revenue – 16% higher than 2023 – showing strong public reliance on digital channels. Citywide, 87% of all government service transactions are now digital, supported by more than 120 official apps and unified digital interfaces.
Dubai’s overall digital readiness continues to improve through better service quality, AI integration, and cybersecurity enhancements. With nearly 680 million digital transactions completed in 2024 and millions of app downloads, the city is rapidly transitioning into a fully digital-first environment where efficiency and user experience are central.
